Our country is facing a real energy crisis, the period that high energy consumption maintained the economic growth has already passed by. The contradiction that the energy restrains the economic growth already appears gradually, the destruction that the environment caused in the energy consumption course has added enormous social cost to city's development in the future, influencing the sustainable development of the economy and society of our country, constituting more and more serious threat to living environment and life quality of urban and rural residents.As everyone knows, the energy consumption in the building field is quite big, the energy consumption of new and existed buildings of our country have already exceeded 27% of total energy consumption of the whole society, is close to 30%; Nearly 40 billion square meters existed- buildings are highly energy-consuming at present, unit area heating is equivalent to three times of the developed country with close climatic conditions, this is because the enclosing of the most buildings of our country protects the heat performance of the structure badly, 2/3 which be able to use in heating have been wasted; Moreover, as the living standards of the people are improving constantly, the requirements for heat comfortable degree will be improved constantly, the proportion of building energy consumption will also rise sharply. In the face of so severe a situation, it is imperative to launch building energy-efficiency. Our country is a socialist one; the important function of the government in launching building energy-efficiency is self-evident.In fact, the chinese Government has already done a lot in the building energy-efficiency field, such as the technological research and formulation of technical standard in early 1980s, building the experimental energy-efficiency project in early 1990s, making the energy-efficiency policy in late 1990s and implement energy-efficiency...
