Electric power is the important motive force of modern society. By reasonableplanning great social and economic beneficial can be attained. Therefore, as forenterprise of electric power, there is immediate significance to carry out research ofpower optimization.This thesis use quantitative method and gray model to analyze the correlation ofthe electricity development with economic growth of Cheng'an, and then forecastelectric power consumption of Cheng'an from 2005 to 2020 through analyzing thateconomic growth and society development. According to the datum of forecast, thepoint of substation and power network is optimized by graph model.The development of electric power and the planning of power network cansupply power for modern society .As a matter of fact, the hand in hand or circlenetwork can improve reliability of power network. This thesis uses the graph modeland reliable approach to improve the feasibility and reliability of power network.There are many money in the power project investment. And many uncertaintiessuch as project duration and power price still exist in the power planning evaluation.Therefore, the feasibility of power project cannot be analyzed precisely. This thesisintroduces the definition of unascertained number and uses it to build evaluationmethod model. The evaluation result of unascertained number can analyze preciselythe power project investment. This approach is prior to the traditional evaluationmethod.
