Of all the entire coal industry in China, the Henan's plays a big part which needsto be develop well by means of spurring human resources power in technology andmanagement. This paper, according to China's energy strategy, investigates the statusof the talents in technology and management in Henan coal industry, then probes itscase-effect, and consequently put forward a series of measures based on the policyanalyses in order to provide the policymakers with the useful implications. The paper, first investigates the talent use and development status, including thetalent gap between demand and supply and development shortcomings,especiallyfocusing on the payment , promotion, training and personnel exchanging and so on . Secondly, it forecasts the talent demand by category and structure, i.e., based onthe long-term Henan coal industry plan, foresees the numbers both for the variouscategories and for higher, medium, and lower levels in the coming 5 years , byemploying the time-sequence speculation. Finally,the paper empirically analyses the current practices and gives sometheoretical thoughts on the current policies implementation and prescribe the humanresources development strategies in theory ,including the guidelines, cognitive ideas ,spurring creative spirits, to improve the talent management in Henan. As the study development of the paper is concerned, it solicits the views from themanagement of the coal industry by interviewing and fieldwork , and puts forward theguideline -----talent training ,promotion combining with infusing other talents fromthe outside , and builds up a flexible mechanism in which the talents can use theirbrains on the engineering and management projects , and provides a venture pipethrough which it absorbs the talents and to which it adheres the talents, and finallystudies the position series and levels which provide various promotion ways for thetalents to be use and retained very well.This paper developed following innovational research:1. Discussed the deep-level knowledge of enterprise talent development thatrelated people inside Henan coal enterprises inside have owned with systemmanagement theories and methods.2. Suggested that Henan coal industry should give priority to bring up withhigh-level talents combined with the developing tendency of Henan coal industry,adopts various measures to attract, train and use talents to raise talent troops overallquality completely.3. Perfected the flexible drawing-wisdom mechanism among talent, intelligenceand project of Henan coal Industry, according to the related theory on HumanResource Management (HRM).4. Discussed the specific measures for Henan coal Industry how to buildstart-business platform, and how to positively attract and train the talents in shortsupply.5. Put forward the practical and feasible technical post installation scheme thatis industry characteristic: set technical post sequence scientifically, make technicaltalent have special promotion channel in order to break the status that talentpromotion crowded single-plank bridge.
