Employees are a business owner, is an important force in the development ofenterprises, it is the core competitiveness of enterprises a key factor, therefore, humanresource management is an important part of enterprise management. Successfulhuman resources management, not only have good corporate governance, but alsoencourage their employees to be able to correct the ideological changes affectemployee behavior, meanwhile, can induce its own staff to improve their overallquality, based on the companies in the development, enhance the staff’s ability toself-improvement, and to strengthen its stability, as well as personal development haslaid a good foundation for future development of enterprises to provide a solid talentpool. However, many domestic enterprises due to optimal allocation of humanresources objectives and content of the lack of specific design and forward-looking.Results are often not able to make business and employee satisfaction. This paperselected high-risk industries of coal enterprises, and domestic coal industry, a highermaturity production subsidiary of state-owned enterprises as the research sample,through field research, combined with questionnaires and interviews in the form ofstate-owned coal enterprises to understand optimal allocation of human resourcesaspects, both current and problems. The primary purpose of the human resourcesdevelopment, management, utilization of human capital transformation to take theinitiative to meet the business needs of the development, Improvement and analysisthat coal enterprises in the efficient allocation of human resources aspects of themeasures, and to other domestic enterprises, especially high turnover rate in high-riskindustries optimize the allocation of human resources to provide reference. Theresearch results also for future research to provide a more comprehensive andsystematic basis. Studies have shown that optimal allocation of human resources atthis stage with period features, industry characteristics, require scientific analysis,rationalization of management.from the psychological guide employees to stimulateintrinsic motivation of employees, the only way to promote the goals and meet theneeds of business and society.
