Construction Of The Shanghai's Patent Service Chain Based On Value Chain Theory

Patent service chain is of significant importance and necessity to the state and regional intellectual property systems. To construct an effective patent service chain remains an important task for Shanghai Municipal Government in implementing its intellectual property strategy, which will in return accelerate another round of economic growth in Shanghai City. However, systematic researches on patent service chain have not been well established, for the government always attaches more importance to the proof of constructing a public service platform. Meanwhile, the academic circles have, more often than not, focused on the researches on patent system and intermediary services of science and technology, failing to cover patent services in their theoretical researches.This paper conducts a theoretical and applied research on constructing Shanghai patent service chain. On the basis of value chain theory, service chain theory, transaction cost theory and national innovation system theory, it attempts to put forward a technological innovation value chain which serves as a sound theoretical foundation for patent service chain, promoting the existing value chain theory and mapping out the structure system, operation mode and promotion mechanism on the part of Shanghai patent service chain.Based on the desk research, questionnaires, focus group interviews and qualitative analysis and by the virtue of DEA calculation, panel data model and analytic hierarchy process, this paper successfully makes the following contributions to the theoretical and applied research on patent service chain:1. It works out a reasonable definition for "patent services", well defines the relationship between patent services and technologicalservices, and conducts an economic analysis on the necessity of patent services.2. It probes into the patent intermediary originations and governmental promotion measures and systems for constructing patent service chain in such developed countries and regions as the USA, Japan, Britain and Hong Kong so as to unveil their main experience in this respect.3. Based on the second-hand data, it performs a macroscopic analysis on the development potential of the demands in Shanghai patent service market and the factors influencing the output of patentable technologies. It further analyses the demand structure of the patent service clients in Shanghai through questionnaires and statistical analysis, and analyses and appraises the supply structure and current state of the patent service providers therein. In this way, it comes to identify the unbalanced demand-and-supply point in patent service chain, the weakness or missing part in the structure of Shanghai patent service system.4. It forms a value chain model of technological innovation process based on value chain theory, and elaborates on the patent services that act as supportive resources in different stages of the basic technological innovation process.5. It visualizes the structure of Shanghai patent service chain system based on the technological innovation value chain, unveils the resource-integrating function of patent services, and analyses the functions of patent services in different stages of the technological innovation process.6. It sheds light on the technology-transformation operation mode of patent service chain - an essential part of technological innovation value chain.7. It summarizes the development stages of patent service chain, suggesting promotion measures and mechanism for constructing Shanghai patent service chain at present.
