Research On Strategic Emphasis And Countermeasure Of Resource-based City's Industry Transition

Industry transition is the inevitable choice for resource-based city to realize sustainabledevelopment. Research on the strategy and countermeasure of its industry transition has greatmeaning for resource-based city who is looking after sustainable development actively. Succeedor not to resource-based city's industry transition related if it can change growth way, reduce thegap with the advanced area and realize sustainable development. It is of great realistic meaningfor China realize its economic sustainable development.This paper bases on theories such as industrial economics, regional economics, urbaneconomics, system engineering and sustainable development, firstly defines the resource-basedcity, and briefly introduces quantity and distribution. Then it analyzes the characteristics andevolutional mechanism of resource-based city's industrial structure, constructs the appraisalmethod of the overall quality of the industrial structure, on the basis, it probes the pattern ofresource-based city's industry transition, establishes the selection method of leading industry,and puts forward the countermeasure at the same time.According to above results, this paper researches on industry transition of typical resource-based city ——Daqing. On the basis of analyzing the characteristics of the Daqing's industrialstructure, utilizes the appraisal method to evaluate the overall quality of industrial structure, thencombining the research on the domestic and foreign environment, puts forward the pattern andthe conception of industry transition, and use the appraisal method to confirm the leadingindustry of Daqing, finally proposes the countermeasure for transition.
