The Study In Choose Substituent Leading Industry For Resource

Resource-based cities are cities whose leading industry is based on resource exploitation. Nowadays, there are more than400such cities, taking up a large percentage in our country. Because the resources can’t be recycled, the cities will be faced with a serious situation and won’t escape the pressure of industry conversion after the resources are run out of. The urgent problem to resource-based cities is how to realize industry conversion for the sustainable development of the cities while the resource is dried up gradually, which is also one of the studies of regional economics. The dissertation is based on the case of Puyang’s industry conversion, and the research object is how to choose substituent leading industry. The research conclusions provide the decision-making basis for the government and related institutions and analysis tools for the resource-exploiting Enterprise in the development decision-making. The innovation of this paper is focus on the object of study, PCDL model and detailed advices for government.Positive study and normative study are adopted and quantitative analysis is combines with qualitative analysis in the dissertation. The theory of regional economics, industry economics and statistics are put to use in the progress of research. At first, documents are recalled and referred. Then, research progress of related research field is analyzed. Meanwhile, the industries development of Puyang has been investigated. What’s more, the theories of industrial structure analysis as well as substituent leading industries choice and development have been studied. Based on the research above, the dissertation take out the model about choosing substituent leading industries in resource-based cities, and uses it in Puyang, while give the countermeasure to Puyang on substituent leading industry developing.The analysis and judgment to regional industries structure are the base of choosing substituent leading industry. The dissertation uses the theories of industry structure and defines the features of leading industry, compares and chooses the principles of choosing leading industry, then use the PCDL model analysis substituent leading industry in Puyang comprehensively from phases of industrialization, competitiveness of industry, drive for industrial development, locus analysis four different angles. After all we got the conclusion that the Agro-food processing industry, paper products industry,. Oil-processing industry, Chemical industry, Equipment manufacturing industry should be chosen as the substituent leading industry of Puyang.Based on the study has been done, we propose some advices about how to cultivate and promote the five leading industry we chose. Future more, we also give the government some recommendations in how to make the better environment for the industrial development.
