The actual situation of contemporary Chinese economic and social development shows that the growth of Chinese farmers' income has got close contact with Chinese economic development and social progress. The effective rise of farmers' income is the basically guarantee that accomplishes economic long continued increase, and it is also the essential condition that narrows the income gap and realizes social fair. But at present the state of Chinese farmers' income has been slowing down, which seriously restricts national economy development and affects farmers' production activities. At the same time, the Fifth Plenum of the 16th Central Committee of the Communist of china (CPC) approved "Decision of the CPC Central Committee on the formulation of the recommendations of the 11th Five Year Plan for National Economic and Social Development ", put forward the major historical tasks of building a new socialist countryside, pointed out the direction for doing the "three agricultural" in the current and future periods. As a result, studying this problem is not only great theory significance but also of great practical significance.This paper mainly uses new-classical theory research methods, taking the farmers as the owners of elements, is that the farmers are operators of the elements themselves, from the perspective of elements income, analyses the main factorsaffecting China's farm income. And on this basis, proposes the countermeasures ofincreasing the income of farmers.As farmers are operators of the elements themselves, then their incomes can bedescribed as business income received by farmers comprehensively operating theelements of their own.First, from this perspective, in order for farmers to have a better businessenvironment to increase their income, the paper proposed that the state shouldincrease input in agriculture, and accelerate countryside development, strengtheneducation and training, establish and improve labor market of urban and rural unified,to improve the country's macro business environment, reaching the purposes ofincreasing income.Second, the agricultural income can be said is the income obtained by farmerscomprehensively operate land, productive fixed assets, human capital and otherproduction factors of their own. Accordingly, in order to enhance their own operating level, the paper proposes to develop a new type of economic cooperation and achieving rural industrialization, adjust agricultural structure, and adjust the product circulation system.Third, the non-agricultural income can be said is the income obtained by farmers operating their own human capital. Accordingly, this paper proposes that should enhance the quality of the workforce through solid basic education, strengthening vocational education, the establishment of rural labor training special funds, the establishment of vocational training and rural labor exports interface mechanisms, to reduce the obstacles of labor internal transfers and trans-regional flow.Taking the farmers as the owners of elements, farmers' income as the operating income obtained by farmers comprehensively operating the elements of their own, from the perspective, analyzing farmers' income is less involved by predecessors, and so it is an innovation.
