Study On The Evaluation System Of Investment Performance On Beijing Urban Infrastructure Facilities

The subject research aims at the development condition and the existent problemsof the infrastructure facilities of Peking City, guided by scientific developmentconception, adopts the methods of literature research, theories research, questionnaire,experts inquisition etc. The study use for reference from domestic and internationalrelevant city continual development theories, the city competition ability and theproject performance evaluate theories, construct a elementary and integrity set ofevaluation system of investment effect on Peking city infrastructure facilities.This study aims at the evaluate system research of investment effect on urbaninfrastructure systems, guided by the continual development point of view, from threelevels of economy, efficiency and effectiveness to establish the integrated evaluatemethod system research of investment effect on urban infrastructure systems. Theresearch adopted multilayers and many dimensions to synthesize the evaluationsystem in evaluating the investment effect on Peking city infrastructure facilities.Qualitative analysis methods and quantitative analysis methods combine together toresolve the whole, connection of the infrastructure investment effects and theinfluence long-terms problem. From the view of the investment effects evaluation ofthe project class, the currency indicator system and the real object indicator systemcombine together, the comprehensive grade indicators diverse the social performanceof the overall life cycle and performances of other aspects.The index systems are also divided into two layers, namely total investmenteffect indicator system and the project investment effect indicator system. They aredifferent, again mutually connection, emphases on the total investment effectevaluation for point, assists with the project investment effect evaluation. Through theinside contact and comprehensive evaluations of two layers of evaluation indicatorsystems, make the evaluation systems of two layers syncretism to be a whole system.
