Performance Evaluation System Construction In Implementing Agricultural Infrastructure Projects

The announcement of three-agricultural policy is the required target of the country regarding to agricultural development, rural construction and income growth of farmers. Recent years, more and more investment was launched into agricultural field, the public pursued material life as always and spiritual life was focused widely in the background of continuous development and continuous better living standard. The immediate reflection was higher and higher expectation for hyalinization and openness. Since2003, our country started a new round of performance evaluation reformation for government public expenditure. Through more than10years’ exploration, some achievements appeared, however, the fundamental conditions in our country were even complex, the scope of performance evaluation reformation was limited. Therefore, it is a long and curve reforming way to construct a scientific and systematic performance evaluation for financial expenditure.Performance evaluation reformation is the best way to achieve government information publicity. The public could understand project implementation status from the public results of performance evaluation, that’s the comprehensive benefits coming from government public investment. As one of the important matters in agricultural development, agricultural infrastructure project should be emphasized and it makes significant sense to conducting performance evaluation for agricultural infrastructure projects. By means of reading lots of document literatures, learning advanced experiences at home and abroad, mastering basic theories, index selection, evaluation methods and evaluation subject of performance evaluation system construction, the problems in all phases were deeply analyzed in this paper based on practical situation of agricultural infrastructure projects. Summarizing personality characteristics and integrating generality characteristics of agricultural infrastructure projects, a scientific and systematic China-type performance evaluation system was established through setting performance evaluation indicators regarding business, management and finance in project units. By means of empirical analysis demonstration, this indicator system could reflect the effectiveness of project implementation systematically and comprehensively. A suggestion was offered in this paper involving opening performance evaluation results, track management, enhancing degree of public participation and increasing information transparency of government. Track management of performance evaluation should be set up, conducting track management to the problems which appeared in the first performance evaluation. And, re-evaluation system suggested in this paper should be established. The performance evaluation system designed for the project units aims at recognizing the importance of the initial project work, strictly controlling the project implementation process, and paying attention to the use of performance evaluation results, in order to improve the use efficiency of financial funds and the financial budget management process sophisticated and scientific, to provide infrastructure assurance for agricultural scientific research progress and obtain a faster agricultural development.This paper mainly divides into six parts, respectively introduction, overview, general information of agricultural infrastructure project, performance evaluation system of agricultural infrastructure project, practice of the performance evaluation system in agricultural infrastructure project, conclusion...
