On Exploration Of Rural Manpower Resources In The Construction Of New Countryside

The Fifth Plenary Conference of Sixteenth Central Committee of the CPC brought forward the objectives of building a"new countryside", which is featured by"advanced production, a well-to-do life, civilized folkways, a neat look, and democratic management". Advanced production and a well-to-do life belong to material dimension. Civilized folkways are spiritual civilization and democratic management is a part of political civilization. the standard on the material level is"advanced production and a well-to-do life", on the spiritual level is"civilized folkways and a neat look", on the political level is"democratic management". As an integrated whole, they sum up the fundamental concept of socialist new countryside.Human resource is the first resource in social economic resources, and the exploitation of human resource is crucial to economic development. Building a new countryside is a systematic project, it needs cooperation and supports from all localities and departments, particularly exploration of rural manpower resources as the top priority. Therefore, new farmers who are well-educated with technology and knowledge of management are the essential conditions for building of new countryside. Basically, the key to establish new socialist countryside is to improve farmers'enthusiasm, initiative and creativity, to exploit and cultivate rural manpower resources, to make it the main force of the new socialist countryside. However, China has large rural labor force base, but the relatively low quality and skills. Moreover, excellent brain drain in rural areas has seriously hampered the construction of a new countryside. Therefore, developing rural manpower resources is the inevitable requests for times.This paper discusses the theoretical implication of human capital, human resources, human resources development, rural manpower resources development, regional human resources and adult education. According to the requirements of Central Committee for the new rural construction, the paper respectively analyzed the meaning of the five objectives,"advanced production, a well-to-do life, civilized folkways, a neat look, and democratic management". Basing on it, the paper discusses the requirements of the five objectives to the quality of rural labor force, so building a new countryside needs to develop new farmers who are well-educated with technology and knowledge of management, having certain entrepreneurial ability, certain moral cultivation and legal knowledge. According to the requirements, this paper analyzes the present developing condition of rural manpower resources in Nanping, and summarizes the experience and the disadvantages in past. Take the "Nanping mode" as an example, this paper delves into the evolvement and results of developing rural manpower resources in Nanping. Finally, the paper offers measures and suggestions of how to develop rural manpower resources in the context of building a new countryside. It suggests that improves the quality of the producing teams through strengthening basic education and developing life-long education. It suggests that improves the quality of the teams of management through bettering the vocational education system and carrying out educations to managements and laws.
