The expectant-urbanized areas is the transition region from urban to rural areas, and it is the area where urbanization is most direct and most sensitive. It has particularities and many problems in its land-use. Along with the quick development of our urban and rural economy, the effect and the action between urban and rural areas have been gradually strong. Therefore the problems and the contradictions, which are stirred and exposed in the development and construction of the expectant-urbanized areas, are very outstanding. The problems on the land-use of the expectant-urbanized areas have come a"hot point" of present research.After aggregating the different understanding of the various schools and scholars in the areas between urban and rural areas, this paper define the concept and scope of the expectant-urbanized areas, and then summarized the basic pattern of the existing land use of the area. After that, the paper analysis the characteristics and the existing problems of land use of the expectant-urbanized areas with many examples. Through further macro-and micro-economic analysis of driving factors, the paper summarized the land use change laws of the expectant-urbanized areas. Through analysis of the problems and the laws, the paper proposes the manpower land-use theory of the expectant-urbanized areas, and then, create content framework of manpower land-use in the expectant-urbanized areas.Finally, on the basis of the theoretical analysis, this paper give a research to the expectant-urbanized areas of Fengcheng city in Jiangxi Province. After analysis on content framework of manpower land-use in the expectant-urbanized areas of Fengcheng city, this paper forecast the population size and the demand for land, and reposite the land use spatial structure and industrial structure in the expectant-urbanized areas of Fengcheng city with regional space restructuring theory. Then the paper furtherly give control of space distriction and construction guidance control to the expectant-urbanized areas of Fengcheng city, and advise corresponding implementation measures.
