The people-oriented policy is vital to scientific development and is the essential request for constructing a harmonious society. It is also one of the guiding ideas and principles of city planning. This rational planning shows the core of people-oriented development best. However, as far as the realistic planning is concerned, there are more and more called in question with social advancement and democratization, which in return makes it come into a predicament. In such a case, people are impelled to carry a deeper and different exploration.This thesis is an attempt with originality in the field above mentioned. Based on an analysis of the present predicament of planning and a profound overall retrospection of planning ideas and theories, it finds out the exact reason for the present planning predicament, which is lacking methods and standard during the planning process. By drawing lessons from excellent examples both at home and abroad, and then refining them, the thesis finds a unique way of solving the problem and makes a theory model for city planning.The thesis is composed of three chapters. Chapter One puts forwards the question by analyzing the typical phenomena and the dubious attitudes towards the planning. Chapter Two explains the basic problem of the planning through an overall retrospection of the planning ideas and theories. Chapter Three follows to solve the problem. On the one hand, based on the good examples both at home and abroad, the key to solving the problem is found, that is, a kind of city planning models rested on land;on the other hand, according to the above mentioned city planning model, a preliminary proposal of the model index factors and applied fields is made.
