Establishing eco-industrial park and developing circulation economy have become the most common understanding of balancing the development between industrial economy and environment, and many countries have actively improved in this field now, and the theories and practices which have some bearing on eco-industrial park is quite a valuable task. After the ISO14000 came into affecting in 1996, for its main principle of full-scale management and pollution prevention, and sustained improving principle which contains environmental policy, planning, operating, management, controlling, they have all improved the environment protection when producing. This paper penetrates environmental management methods of ISO14000 into the study of establishing eco-industrial park, and gets some conclusions listed as following:(1) First combining environmental management system of ISO14000 and establishment of eco-industrial parks effectively can provide a protection for well operating of eco-industrial parks after applying ISO14000 standards to construct an eco-management system.(2) Appointing to the limitation of eco-industrial park planning which only industrial ecosystem has been constructed, this paper poses a study method of eco-industrial park planning which based on theory of ecological industry and sustained improving principle of ISO14000 environmental management. Meanwhile, it also sets up a full-scale, multi-layer system of eco-industrial park planning, in which contains industrial ecosystem planning, infrastructure planning, organizing operation pattern and eco-management planning in the park.(3) Taking eco-industrial park in Baoji high-technology district as an example, analyzing the industry development and technology level can sets up a method ofeco-industrial park construction which based on 5 leading industries and main companies, those are biopharmaceutical, new material, advanced manufacturing, electronic information, environment protection.(4) Applying systems integrated technology to discuss how material, energy, waste water and information get integrated in the park;Comparing to ecosystem, this paper divides the companies of 5 leading industries into 3 categories, which are producers, consumers and decomposers. From doing this can clarify the position of companies in industry chain.(5) Posing a general design of symbiotic system bases on material circulating, energy using and information exchanging;According to the features of leading industries, this paper builds up a industrial ecological chain (network) which foundation is the main companies and extension is subsidiary companies, service companies and virtual companies;Formulating the eco-management planning which contains ecology protection, industries, companies and production.
