This paper discusses the problem of behavior control through the management process of an enterprise annuity plan. It mainly focuses on the risk-control accompanied with annuity plans, so as to protect the safety of fund assets. Generally, we can anticipate the risk structure of the annuity plan. Besides the financial risk caused by investment, an annuity plan still faces the indenture risk, the account risk, and the surrogate risk. Therefore, considering the risk structure, maybe the established aim of the annuity plan cann't be carried out. Accordingly it may inflect the macro-economic development.It is not suitable to appraise the management efficiency of an enterprise annuity plan with the criterion of the degree of value maintenance or value increment, but the degree which protects the beneficiary right as the standard. If an annuity plan is appraised with the standard of value maintenance and value increment degree, we cannot reflect the wish realization degree of various benefits organizations in the plan design process, and it is unable to weigh the efficiency of an annuity plan completely. The beneficiary's final profit level is the result of adjusting value maintenance and increment level after the benefit assignment process. In order to promote the management efficiency and protect of the beneficiary right, it is necessary to research the behavior model of enterprise annuity process.In the enterprise annuity managing process, the main behaviors are divided into two aspects, that is the financing behavior on one hand and the investment behavior on the other hand. Moreover, the government, the participants of the plan, the bailees of the plan, the specialized organizations and the beneficiaries of the plan are responsible for behaving financing and investment. These organizations are questing for private benefit, maybe weaken the goal of the annuity plan.The risk level is determined by whether behaving financing and investment rationally or not. Of course, rational behaviors lie on efficient control methods.
