In recent years, as the quickly development of city and the huge pressure of pollution and the traffic demands of city residents, to develop the speedy public traffic first, especially urban Orbit traffic, has became an efficient approach for the whole world to solve the urban traffic problems. The development of urban orbit traffic in our country is quickly too. Now, the importance and necessity of urban orbit traffic was no longer the point of the study of the scholars, but was been shared by the people. The key of research in theory has turned to the field of technology and management and so on. The organization and management of the operation of urban orbit traffic, which is the core of the management, is the key for the problem of urban traffic.According to the operation of the first period of no.1 line of Shenzhen's subway, the urban orbit traffic was been analyzed systemicly. The theory of fractal was been used in the analyses of passenger flux in the paper, it can use the comparability and radiation of itself to forecast the passenger flux of the road net of urban orbit traffic. At present, the method of choosing the vehicle type of orbit traffic was mostly qualitative, the Analytical Hierarchy Process, which has been proved to be reasonable, was used in the paper. Aim at the odds of passenger flux on no.1 line of Shenzhen's subway (actually, most of the cities shares the same condition), the paper gave the project that the train pathway with different distant running together pro rata, which can satisfy the transportation, and save the costs of operation as well. The idea of system runs through the paper, the paper uses the quantitative while qualitative method, both mathematical statistic analyses and AHP, in the management of the organization of urban orbit traffic operation.
