It’s30years since Shenzhen special economic zone established, the social economic has developed steadily and high-speed, demand for transportation is rising. But the contradiction among transportation development, energy shortages and environmental pollution have become more and more outstanding. Energy consumption produced by urban passenger traffic and greenhouse gas emissions is rising year by year, Shenzhen is facing dual crisis of energy shortage and environment worsening. In the background of low carbon economy development, as a large industry with energy consumption and carbon emission, the traffic transportation industry needs to transform to low carbon development. However, at present, urban passenger traffic is lack of a specific low carbon development model and comprehensive evaluation index system. So in this case, this paper gives it a further research.This paper defines the low carbon traffic based on the view of carbon reduction way, summarizes experience of international low carbon cities on developing their low carbon passenger transportation, puts forward three kinds of models to develop low carbon traffic:relative carbon reduction mode, gradually advance mode, absolute carbon reduction mode. Based on analyse the Shenzhen urban passenger traffic situation, development bottleneck and development situation, the three modes were set for three kinds of low carbon scene to construct prediction model about urban passenger traffic energy and carbon emissions. Under the three scenes, calculates the passenger transport system carbon reduction potential of Shenzhen in2015and in2020. Then, combines with the implementation difficulties and cost of various models, selects a suitable model for Shenzhen.Based on indicating the purpose, significance and process of the evaluating to low carbon development, this paper built a evaluation index system about urban passenger traffic low carbon development on the basis of social economy and traffic function, environment, energy consumption, science and technology dimension, and put forward a Entropy-Cloud-Matter-Element comprehensive evaluation model to develop low carbon urban passenger traffic. By means of analyzing the low carbon passenger transport system and the results of evaluation,raised some improvement measures to develop low carbon urban passenger traffic. The last, this article validated the rationality of the evaluation index system and effectiveness of the model.
