The Research Of Urban-rural Dualistic Economic Structure Of Jilin Province

Urban-rural Dualistic Economic Structure is the inevitable phenomenon fordeveloping countries transformation into modern economic structure. As a relativelyeconomic underdeveloped province, Jilin Province, the problem of urban-ruraldualistic economic structure still exists in economic development, and it has becomean unfavorable factor which has hindered comprehensive and harmoniousdevelopment of social economy. Therefore, in the process of accelerated development,adopting effective measures and getting rid of dualistic structure are very importantproblems which have no time to delay and need solving quickly.The major objective of this article is to make analysis to the status and reasons ofJilin urban-rural dualistic economic structure, and according to this, presentpropositional solution countermeasure. Differing from present researches ofurban-rural dualistic economic structure of Jilin Province, through adopting statisticapproach, this article established relatively perfect evaluation system of statisticindicatorswhich includes comparative productivity, dualism-based comparing coefficientand dualism-based contrasting indices and so on, meanwhile, it has made mensuration to20 years periodical structure features of Jilin economic development and analyzedevolving process of dual economic structure from demonstrative aspect. Based on this,it qualitatively discussed specific representation and reasons of dual structure in socialand economic life, and finally presents the countermeasure of realizing transformationof Jilin dual economic structure.Making use of above indexes, measuring and calculating related statistics got bycollection, the article made the conclusion about quantitative analysis of Jilin dualeconomic structure: (1) Jilin holistic evolving process of dual economic structurerelatively accords with economic rules;(2) The intension of Jilin holistic dualeconomic structure presently is still notable, and it owns features of high-intension,super-stability;(3) The transformation of Jilin dual economic structure has relativefluctuation;(4) The problem of Jilin rural dual economic structure is becomingserious, moreover, through the discussion to specific conflict of Jilin urban-rural dualeconomic structure, and then presented reasons of urban-rural dual economic structurefrom various perspectives: (1) from historical point of view, prior developmentstrategy of heavy industry is the logical starting point of Jilin even the whole countrydual economic structure;(2) viewing the process, under long-term planned economysystem, development of agriculture is not included into the evolvement ofmodernization, this leads to serious urban-rural polarization;(3) from status quo,suffocation of labor transformation is the key to deterioration of Jilin dual economicstructure in shunting period.Finally, based on above analysis, the article present following countermeasuresabout solution and transformation of Jilin dual economic structure: (1) acceleratingthe process of urbanization combining with reality of Jilin Province. Nothing but thiscan produce prosperous employment need of non-agricultural industry and realizelarge-scale transfer of agricultural surplus labor;(2) forming human capitalinvestment aimed at rural labor force and establishing development system of ruralhuman resources;(3) continuously impelling innovation of system in order todisintegrate the pattern of urban-rural dual economic structure;(4) accelerating thedevelopment of urban-rural production factor and establishing new rural marketsystem.
