Ice and snow tourism has become very popular in the world. It is also well developed In China, especially in the northeast of the country. Jilin province, located in the middle of northeast China, is rich in the ice and snow tourism resources. Since its superiority, there are also some problems in the exploitation of the resources.The paper is based on the theory of exploitation of tourism resources and lots of research related to ice and snow tourism. The paper is divided into six parts. They are as follow.In the first part, the author presents the development of the ice and snow tourism around the world. Then the main problems and the value of this paper are put out.In the second part, the author introduces the characteristics and classification of the resources.In the third part, the author gives a detail account of the ice and snow tourism resource in Jilin province.In the fourth part, the paper analyzes the purposes, background, and the reality of the exploitation of ice and snow tourism resources in Jilin province. At last the paper mainly discusses the problems of the development. They are low popularity, inadequate products, insufficient skiing places, and poor infrastructure and service.In the last part of the paper, some measures are put forward to speed the development of ice and snow tourism in Jilin province. They are as follows: firstly, give wide publicity to the ice and snow products and make sure the main source of the tourists. Secondly, multiply the attraction of the resources according to the need of the tourists. Thirdly, exploit more products for local tourists. Fourthly, heighten the construction of the standard. Finally, form the responsibility of the government.
