The Research Of The Transfer Of Anhui Agricultural Surplus Labor

The problems of agriculture, countryside and farmer are the basic issue of Chinese development and modernization. And the core of those problems is farmer problem. Then, the key of resolving the farmer problem is how to transfer agricultural surplus labor from pure agriculture to other fields.In regard to Anhui province, the ultimate way of developing agriculture and countryside economy is how to decrease the farmer, that is. the government has to promote the transfer of agricultural surplus labor strongly. In this sense, the research of how to push forward the transfer of agricultural surplus labor in Anhui province has the strategic significance to the health) development of Anhui economy.This thesis investigates the transfer of Anhui agricultural surplus labor from five aspects. Firstly, according to the actuality of Anhui province, it gives us an analysis of the present condition and characteristics of Anhui agricultural surplus labor. Secondly, it studies how the transfer of agricultural surplus labor affects the development of Anhui province. Thirdly, it analyzes the motive mechanism which drives the transfer of agricultural surplus labor, fourthly but not least, it analyzes obstacle factors that affect the transfer of Anhui agricultural surplus labor.Based on above analysis, the writer suggests several paths of the transfer of Anhui agricultural surplus labor as follows. The governments should strengthen the ability of agriculture to absorb the surplus labor, set up the transferable platform of agriculture surplus labor through urbanization, and expand new way to transfer agricultural surplus labor by developing private owner economy. At the same time, the governments should dispel institutional obstacles that hamper the transfer of Anhui agricultural surplus labor, and break the two constructions of city and countryside in Anhui province. Thus, it will promote the concordant development of the city and countryside in Anhui province.
