Studying On The Methods Of The Transfer Of Labor Employment In Agricultural And Pastoral Area Of Bayannaoer City

The transfer of labor employment in farming and stockbreeding areas is the most powerful breakthrough of a new-type urbanization, transformation of the development mode in economy, adjusting the industrial structure, the comprehensive construction of well-off society, and realizing the modernization in Bayannaoer City.From2011to2013,agricultural and pastoral areas in Bayannaoer City Labor Employment has reached167400people every year on an average. By using the public management of the basic theory, they have studied and proposed overall line of the thought and way and established and perfect long effect mechanism of the transfer of employment of agro-pastoralist on account of analyzing the employment transferring status and problems of farmers and herdsmen in Bayannaoer City and in view of the successful experience in the transfer of rural labor force employment abroad. Finally puts forward the corresponding countermeasures and suggestions, improve the strategic planning of the transfer and employment of farmers and herdsmen.Meanwhile, they have provided effective references and experience for the government of Party committee in order to strengthen the pastoral areas further and to transfer the employment of rural surplus labor force.
