A Research On The Function Oriented Urban Management

Introduced to China not more than two decades ago, the concept of urban management has been widely accepted: the problem is not whether there should be urban management, but what contribute to successful urban management. The fundamental reason lies in the contradiction between the rapid urbanization in China and the capital bottlenecks for urban construction, which impels the urban management to develop. On the other hand, this contradiction causes many problems in the urban management. For instance, to obtain urban construction capital becomes the only and utmost goal in the process; urban tangible assets are stressed; and there is devoid of profound urban management theories.The sixth meeting emphasizes that we should make overall plans and take all factors into consideration, insist people foremost and build up coordinated and sustainable views of development to spur the economic society and human being growth on. This scientific idea directs the improvement of urban management.The twenty-first century is going to witness China's urbanization by leaps and bounds. With our entrance to WTO, our country will totally get involved into international competition, which mainly concentrates on competitions among cities. In the context, this thesis aims to provide a systematic illustration of urban management, with the hope that it may shed light on Chinese urban management so as to guide Chinese cities to develop in a rapid and healthy way and to promote the urban competitiveness. Thereby, the thesis mainly explores the following aspects:Two key trends are included in the essence of urban management through analyses of different views, namely, one is capital oriented urban management, the other is function oriented urban management. Aiming at many problems of capitaloriented urban management, we advocates it should transfer to function oriented urban management. And emphasizes that during the process of market opening, capitalization and industrialization of urban management, the important tropisms of function oriented urban management are forming urban management center, developing urban function establishment, dredging up industrial capital and potential of persistent development and advancing urban integrate ability of competition.Theoretically, the economic foundation of function oriented urban management with application of system pattern theory of urban management, urban value model theory, urban economics theory and urban marketing theory.The idiographic route of how to carry out urban management includes basic precondition, system guarantee, core mechanism, basic manner, key means, tiptop bourn and future prospect.The future orientation of function oriented urban management, with reference to successful experiences of foreign urban management and based on the review of domestic practices.In a word, this present thesis is researching the function oriented urban management in a theoretical way and comprehensively demonstrating how to undertake function oriented urban management.
