This research was integrated with the soft science research project of Jangxi province, which was quantity evaluation and analysis to sustainable development of Jiangxi province. The purposes were to extend the branch vector determinant algorithm based on compound rate variable in system dynamics model, and to reduce algorithm's time complexity for calculating all essential loops of a simple directed graph, furthermore, to practically apply the new algorithm to quantitative evaluate and dynamic analyze sustainable development of Jiangxi province. Some disciplines, such as sustainable development, system dynamics, combinatorial math, graph theory and complexity analysis were the implements. The first outcome was that three kinds of algorithms based on independent rate variable were proposed, which can be used for calculating all feedback loops of a system dynamics model. The first of the three kinds of algorithm was extended algorithm for rate variable in-tree branch vector determinant, and the second was level variable in-tree branch vector determinant, and the third was strong kernel graphic algorithm for searching all essential loops of a simple directed graph. A conclusion could be drawn from these three algorithms that the applicable scope of feedback loops' algorithms was broaden, and in terms of feedback loops' calculation, level variable was more important than rate variable. The second outcome was that a network indicators of sustainable development was presented, and a determining indicator weight's method which integrated the above third algorithm and ANP(Analytic Network Process) was proposed. The third outcome was that evaluation on sustainable development of Jiangxi province from 2001 to 2003 was carried out. The results showed that great achievement in sustainable development of Jiangxi province had been achieved in recent years, but there existed restricted factors such as resources.
