Under the market economical condition, in order to adapt the intense market competition which varied day by day, and satisfies the passenger's request of travel, the railroad passenger transportation grade of service must be improved obviously, It is necessary to built a effective and practically operable evaluation system for the improvement of the railway transportation passenger service.This article present passenger service evaluation situation of foreign and domestic, detailed elaborated the grade of service meaning and its had some characteristics, and the union railroad work actual situation, proposed the railway transportation grade of service appraisal system construction constructed the principle which goal and had to follow. Meanwhile the system can lead the railway transportation corporation improve the management and strengthen the idea of service. It also can lead the progress of effect. Based on the principle of evaluation system, this thesis addressed that the index of the system must be interactive and independently so that it can guide the comprehensive and practically operative and reasonable.This thesis proposes a route for built index system of railway transportation service quality evaluation through dissolve the target. Then it built a three-layer index chart associate with the process which passenger accepted the service, and this paper set up a comprehensive and pointed practically operable evaluation system index for railway transportation service quality. Through constructing the compact and effective mathematical model and using Expert arranges method to confirm the weight of each index, consequently gained the quantitative evaluation of each index for railway transportation services. Lastly, this paper illustrates the application of qualityevaluation system for railway passenger service.
