Since China’s accession to WTO,the enterprises’ management work has beenintergrating with the world,,the human resources management has changed from thelevel of traditional functions to the strategic level, and it was gradually beingrecognized and accepted by our enterprises. However, human resource managementstarted late in China,especially in China Railway Transport Enterprises, with theimpact of the traditional disadvantages of state-owned enterprises and China’s uniquenational system,human resource management is relatively backward.At present, with the great development of China’s Railway and the sixth largespeed, a lot of new technologys and new equipments were put into used, thatprovides great opportunities for the development of China’s railway transportenterprises.,but it also presented a higher demands for the human resourcesmanagement of China’s railway transportation enterprises. Our railway transportenterprises should seize the opportunity, combine with the actual situation of theenterprises, enhance the human resources management, and promote the sustainabledevelopment of our enterproses.First, this paper started from the research background and the theoretical andpractical significance, reviewed the concepts of human resource management, anddescribed the excellent experiences of the railway transport enterprises of the US andJapan, and secondly, this paper focuses on the studies of the status quo of humanresource management of China’s railway transport enterprises, including theorganizational structure, development objectives, the analyse of personnel structer,and this paper analyzed the problems of human resource management of our countryfrom recruitment, training, performance management, compensation management andcorporate culture.Then, based on the problems mentioned in this paper,the authorpropose the countermeasures of human resource management,and improved anddeveloped the corporate culture. Finally,the author take ZhengZhou Railway Bureauas an example, give the empirical analysis of its human resource management.Theconclusions of this paper will play an important significance to improve the level of human resource management,to improve the labor productivity and to increase thebusiness efficiency of China’s railway transportation enterprise.
