In the history river of society and economy development, it can be find easily that the human resources are becoming more and more important. New technology, new products and new ideas emerge constantly. Intelligence and creation of human being are the unexhausted headspring of society and economy development. It is no doubt at present that the talents are the first resource of society development. Talent market play an important role for the talents to exert their ability in the suitable position, and for how to make the talents exchanged reasonable and make everybody work suited to his abilities. The studying of the talent market which playing a basic role in talent allocation has important reality significance.Talent market, as an important factor market, is a component of the market system of socialism. Constructing a better talent market can provide support of talents and intelligence. It has important significance to implement the policy of strengthening nation by talents and constructing well-to-do society. The National Talent Conference held by CCPCC and State Council in Dec. 2003 gives us newer and higher requirements on the issue of constructing the national talent market. The talent market faces more prospects and more challenge under the new circumstance of China joint to WTO and the requirement of market economy. It has important reality significance studying how to transit talent market from state-owned to market oriented, so does study the new approaches and new measure of talent market development.After more than 20 years development. China's talent market gained a definite achievement. The talent market system has been formed basically. The talent market plays a basic role in the allocation of human resource. The development of talent market improves good opportunity and environment for the growing of the talents and promoting the vogue of inspiring knowledge and talents. Talent market plays an important role in the market system of socialism gradually and has a closed contact with other factor market. The macro control to the talent market by the government is becoming much criterion. But we should realize soberly that the talent market of our country is also in primary phase. There is a long distance for the current talent market system becoming the whole system, normal function, satisfying service and powerful guidance and management. The construction of talent market is also a long-term task.A lot of experts and participants who work for the talents agency have studied the talent market from part or side and have gained some achievement. But there has not been a whole theory system of talent market. Even for the concept of talent market, there is not a specific definition, because the academe and the managerialist have not gotten an agreement. In order to accelerate the progress of China's talent market, the thesis tries to explore the development strategy and direction of our national talent market from discussing the development rule of talent market and comparing between the foreign talent market and China's talent market.The thesis discusses the concept of talent and talent market on theory first. Based on the constructing background of China's talent market, I study the development rule and function of talent market. In order to probe into the relationship between humanresource management (HRM) and talent market, analyze the status of China's human resource development, I investigate the development status and successful experiment of the talent market about America and Japan. In order to improve some suggestion to the long-term development of China's talent market, do well on holistic development of human resource, set up the large stage of the talent market in new century, supply talent and intelligent for the development of social and society, I emphasize the development status, problems and challenges of China's talent market, discuss the future and development strategy of China's talent market, and bring up a series of feasible strategies.The successful experience showed that developed market economy need necessarily a developed talent market. In some degree, the activity and efficiency of economy market rely on the marketing allocation of the talent and the supporting of a series of policy and rule which encouraging the reasonable talent exchange. 'Establishing the talent market system with the whole system, normal function, satisfying service and powerful guidance and management' is the important factor to improve economy and society developed harmoniously, and it is our struggling goal too. In order to achieve the goal, we must study the development rule of talent market, rely on the situation of different city and areas, accord to the requirement of market economy, find the best position for the government, know the relation between government and market. We must reform the function of mechanism and system, develop various talent agency with different economy element. The development of market should rely on the law and the rule. The government-based talent agency, as the primary force of the present talent market, must be reformed in mechanism and system. The business should be disengaged from the government. The government-based talent agency must become the real competitor of the market.The thesis discusses the concept of talent and talent market in theory, analyzes the relation between HRM and talent market, the status of China's HRM. Based on the comparing of talent market between America and Japan, I studied their successful experiences, analyzed the development pattern. Then I viewed the trend of China's talent market from the constitution background and the history of our national talent market. I focus on the status, problem, challenge and prospect about China's talent market, present the strategy of constructing the talent market with China's traits. The government should carry through the idea of service, transfer the function, strengthen the construction of legal system.The thesis takes Jinan Talent Market for an example. It is considered that we should transfer the mechanism to the market, separate the government and non-government, separate the enterprise and government. The service level must be improved according to the requirement of information, specialization, industrialization. We should open the talent market to different economic element. Setting up talent corporation is the strategy to improve competition.
