As we approach the knowledge-based economy ages, we ask more and rely more on the modern technology for the technological progress is steadily pushing the social development. The fierce competition, especially the globalization makes the competition between enterprises more and more crucial. To ensure the lasting popularity of their products and service in the market with technological and cost advantage, enterprises must make persistent technological innovation. Only in this way, can the enterprises keep steady and fast development.Enterprises are not only the backbone of economical activities but also the backbone of technological innovation. The technological innovation system should be a open system with constantly change. It is a comprehension of economical, technological, social, industrial, enterprises element which decides its generation and steadily support its circular development. The perfection of the power system is the critical point for the smooth development of the technological innovation. The complicated interaction between all kinds of elements will construct obstruction and resistance for enterprise innovation. This article gives a detailed analysis of all the elements as well as their interaction through an open circumferential model to identify the power system for the technological innovation of the enterprises.The first chapter explains the creation and development of the concept of technological innovation as well as the research and clarification of it by the scholars and researchers in and out of China. It emphasizes the backbone position of the enterprises, the seven features of technological innovation as well as the two traps that enterprises should try to avoid.Combining the analysis of all the elements that affect the power system of technological innovation by Chinese and foreign scholars, the second chapter discusses the three levels of the power system for the technological innovation of enterprises. That is the original power system, which is the core power and the micro level power ofenterprises; running power system, which is the middle level power of enterprises whose strength, and coordination degree shall decide the running way and quality of the technological innovation; environment power system, which is the macro level power of enterprises that affects the formation and persist running of the technological innovation. Borrowing the Squirrel Cage Power Model, it explains the interaction and matching relationship between the three level powers by an open circumferential power model.The third chapter gives a full analysis of the actual technological innovation condition of the Wuchang Rolling Stock Works, pointing out its existing shortcomings with advices on how to establish the new technological innovation power system, employing the Spanning Development Phase of the railway transportation enterprises, seizing at the chances of the new time.Though I refer to a large amount of related materials on this topic, it is only a primary analysis on the power system for the technological innovation of enterprises.
