Since Reform & Opening-up , the income level of China's residents has been increased. Meauwhile, the gap between urban phenomenon influences the development of our national economy and the stability of our society. In recent years, the government promulgated a series of policies to increase peasants' incomes and to close the gap. In 2004, these policies had a good effect is uncertain and inconsistent. So this thesis is to search for a long-term effective system to increase peasants' incomes.There are four parts in it: part I introduces the situation and characteristics of the gap between urban and rural residents' incomes; part II concerns the major factor leading to the urban and rural gap—the dual economic structure in the urban and raral areas; part III analyses the positive and negative effect of the gap between urban and rural residents' incomes; part III comes up with an important long-term effective system to narrow the gap —the transferrence of excessive rural labor.
