Industrial cluster indeed reduces cost,facilicates innovation and comes into being scale effect as a form of organization between enterprise and market.In addition to focusing on scale effect,clusters focus on the relations between enterprises.The special relations are good for knowledge to transfer and diffuse and form a kind of social capital which makes for innovation.Clusters are good for enterprise and industry to gain competing power.But with economic globalization speeding up,how do the developing countries find their locations?It's difficult to gain persistent competitive to merely depend on their own resources and closed clusters.Cluster internationalization is necessary. Under this circumstances,I combinate industrial cluster with global commodity chain and try to find the deeply relation of both in this article.As two method to analyze the competitive in a region or a country,industrial cluster and global commodity chain are mutually complete each other.Industrial cluster focus on the internal relations and dig internal resources,but global commodity chain faces global.The insertion of the industrial cluster into the global commodity chain not only make use of global resources,avoid cluster lock-in,but also learn from global buyer,upgrading in order to intensify competitive.Under the limited resources and weakness in technology,how do the developing countries insert into the global economics?It's necessary for government to pay attention to it and policy instruction.In this article,I quot the case of the clothing cluster in Mexico.This cluster is successful in insertion into globalizaition and upgrading.It's a right example for our clothing cluster.Benefited from it,the government is hoped to guide the apparel cluster into global,motivate the development of our apparel industrial and intensify our country's competitive.
