Taking Sino-German Smallholder Afforestation Project Hebei II as an example, and adopting integrated research methods of document study, field research, survey research and participatory rural appraisal (PRA), this thesis, first of all, probes into the motives and factors that promote the rural women to participate in the international cooperation projects. It indicates that increasing family incomes is the most direct motive for rural women and their families to participate in the international cooperation afforestation projects, the favorable policies of the international cooperation afforestation projects are the most essential factor that attracts the rural women to participate in the projects actively, the massive surplus labor migration from rural areas is the most direct factor that facilitates the rural women to become the main participating part of the international cooperation afforestation projects. Secondly, after systematically analyzing rural women's participation and role in every implementation step of the international cooperation afforestation projects, the thesis points out that although rural women contribute great labor during the implementation of the international cooperation projects, they are mainly involved in the projects passively instead of participating in them positively. At last, on the basis of the findings that restrain rural women to participate in the international cooperation afforestation projects, the proposals on how to bring rural women's role in the ecological forestry construction into full play are put forward as follows: developing the primary education in the rural areas and enhancing the enrolment rate of the girls in the poverty areas; deepening the forestry science and technology extension and the vocation education system reform and increasing the training intensity to improve the science and technology quality of the rural women; bringing the women federations' advantages on organization and motivation into full play to promote the women's enthusiasm on forestry construction; and strengthening forestry propaganda to make the rural women realize the important significance of participating in the forestry construction.
