Management Creativity And Effect Analysis Of Shaanxi Loess Afforestation Project

Shaanxi Loess Plateau Afforestation Project is the first time that Shaanxi Province used foreign government loan implementing afforestation project. The objectives of the project are to improve ecological environment, promote social and economic development, and speed up the step of local population's getting rid of poverty in the project area. In the project implementation, international advanced forestry project development concepts and methodology were applied with consideration of forestry development situation in Shaanxi Province, which made the project implementation successful. The implementation of the project not only improved the ecological environment and helped the local population get rid of poverty, but also helped us have the thinking and concept of modern forestry management which will play an important role in promoting forestry structure reform.The author is one of persons mainly involved in the implementation of the project, and participated in all the period of project implementation. She is responsible for financial management, reimbursement of funds, technical training construction of demonstration area, etc. Through her many years'practice and experience of project management, analysis of project implementation effect, and based on her browsing a large amount of forestry project information both in China and other countries, the author summarized the experience of Shaanxi Loess Plateau Afforestation Project which can serve as a reference, and summarized the management creativities of the project, which are multiple development goals, development concept of participatory forest management, afforestation contract, open management, financial reimbursement system, participatory training, bidding system of goods procurement, application of applied technology, multiple afforestation forms, good monitoring system and socioeconomic impact evaluation system. The author made conducive recommendations to future forestry programme implementation in Shaanxi Province, that is, changing conception, respecting farmers'will, strengthening organization and leadership, relying on technical power and paying a high attention to whole-process management of project.
