As the marketization drive accelerates and regional integration develops, the space for enterprise operations and development is being further expanded. And Chinese enterprises have begun to develop cross-regionally, stepping up cross-regional industrial shifts while expanding business abroad. However, cross-regional investment is visibly unbalanced due to large gaps between different regions in attractiveness. Thus how to find a proper region for investment and how to make a region attract more investment have become a big concern.This paper studies investment environment in an analytical framework mainly by enterprises. It notes that investment environment is the decisive factor for enterprises to make their investment decisions and that the total investment volume a region may attract is the function of all the factors of its investment environment. Selecting a region for investment is essentially assessing and comparing the competitiveness of investment environment between different regions. To give a scientific and objective assessment of investment environment, we establish a system of assessment indices at various levels of such environment. And we emphasize on the institutional environment in analyzing how environment elements influence cross-regional development. Moreover, we make an empirical analysis to the investment environments of Shanghai, Hangzhou, Ningbo, Jiaxin and Suzhou through both qualitative and qualitative studies on the data collected through questionnaire surveys. The results show that the investment environments of Ningbo. Shanghai and Jiaxin are more attractive while those of Hangzhou and Suzhou need to be further improved. At last, we put forward some corresponding solutions and proposals.
