Study On Commercial Character Classification Of Urban Infrastructure

The perfect of the urban infrastructure influences the city economy and society development directly. Since the Reform and Open-up policy was carried 20 years ago, domestic urban infrastructure construction has improved greatly followed with the economic development. but it can not meet the requirement of rapid economic and social development. At the same time, the study on infrastructure domestic and abroad is prompting forward ceaselessly. The understanding of the infrastructure economical characters, has transferred from the foundation character, the nature monopoly character and the public product character etc, from that it should provides by government, to its inherent personal characters. And the infrastructure's commercial character, as the foundation and the premise of its commercial management, is also getting more and more attention.Based on the understanding of the infrastructure characters, combined with the requirement of infrastructure invest and finances system commercial reform, using new classical economics, public financial theory and risk management theory, this thesis proposed infrastructure project commercial character classification system on the base of the World Bank system and the project discrimination theory. Compared to the current research achievement domestic and abroad, this thesis mainly has several innovations as follow:1. Proposed considering risk factor in infrastructure commercial character classification, improved the infrastructure commercial character classification system, and studied the characters of each factor and gave them corresponding weight on the application of Delphi Method.2. Applied the infrastructure commercial character classification system to classify the urban infrastructure project, and divided the urban infrastructure projects into three types, that is commercial project, half-commercial project and commonweal project, which established an foundation for the infrastructure invest and finances system's commercial reform.3. Summarized and analyzed the leading development patterns in domestic urban infrastructure field, then proposed a series of reform advices on the application of urban infrastructure project commercial character classification system, and confirmed the advices by case analysis.
