Study On Technology Innovation Strategy Of Jinan Hi-tech Development Zone

Up to now, the high-speed development of hi-tech development zone(hereinafter referred to HDZ) still mainly gains its support from expanding theplanned area and increasing its strength of investment promotion. In regard totechnological innovation, it is only limited to a general appeal, without scientific andstrategic planning. This problem is not only existent in Jinan Hi-tech DevelopmentZone (hereinafter referred to JHDZ), but also in some other HDZs of state level. Atpresent, with the increasing control on land use by the state, the lack of land resourcesand strict limitation on expansion, how can the speeding economic development ofHTZ be maintained, the quality and level of its development be improved? The studyof this paper has no doubt provided a good solution to this big issue which has muchto do with the existence of HDZ. It is not only realistically meaningful to the strategicpolicy-making in the future and the compiling of the 11th five-year plan by theAdministrative Committee of JHDZ, but also meaningful to the future developmentof HDZs in China for its important enlightenment and benefiting effect.The main content of this article:Part I: Briefing of the background of the establishment of HDZ in China and theachievements obtained, detailed introduction of the developing course and presentsituation of JHDZ, presenting the timely proposal of the strategic plan oftechnological innovation to solve the problems with the development of HDZ in thetime being, such as the retrogress of mechanism, low technical level, too muchdependence on outward expansion and preferential policies, etc.Part II: With the use of technological innovation theory, incubator theory, ternaryparticipation theory, increasing pole theory and ecology theory, it has presented theauthor's opinion and understanding of the issues in regard to incubation system fornew business, main factors for innovational organization, operational mechanism ofinnovation, concentration of innovation resources, ecological environment ofinnovation and provided a theoretic basis for the following analysis in the article.Part III: With the AHP of systematic theory, combined with the analysis madehereinbefore, on the basis of the index system for evaluation issued by the Ministry ofScience and Technology, taking the practical need of making the strategies fortechnological innovation with this article into consideration, it has renewed its designof the evaluation index system for technological innovation of HDZ and givenquantitative and comprehensive evaluation on the 53 HDZs of state level in China.On the basis of deep investigation and study, it has given overall analysis of thetechnological innovation ability of JHDZ.Part IV: From the angle of the Administrative Committee of JHDZ, with the useof related theory and the method of SWOT, it has made analysis and evaluation on thestrategic factors of technological innovation of JHDZ, put forward strategies of SO,ST, WO and WT for the technological innovation of JHDZ, clarified the strategicorientation, development goal and key tasks for the technological innovation of JHDZ,put forward measures of execution such as perfecting the supporting service system,creating ecological environment for innovation, fostering innovational and pioneeringbusiness groups and forging up three main industry chains.
