With the rapid progress of economy and the comprehensive accelerate ofroad construction, the full-scale of transportation has been established. Thisposition has added enormous tension to road administration. Then more and moreproblems came forth in road administration. So road administration must keep upwith the change of the position, and find out a new method which can appraise thedifficulty coefficient of road administration. Nowadays, there isn't any modelsthan can be used in the road administration's evaluation. Therefore, we mustcreate a new model which can finish this work.Generally, traditional synthetical evaluation contain two factors: indexsystem and appraise method. Because of the uncertainty in distinguishing thephases from each other, some traditional methods are not able to obtainsatisfactory effect. After analyzing the variety of affections to road administration,this paper brings forward a new model based on fuzzy theory, AHP and groupdecision making theory. Based on fuzzy logic, the model deals with the roadadministration information, and construct target system and calculate the power oftarget making use of AHP, and compute difficulty coefficient exerting groupdecision-making method, accordingly it makes results more objective, reasonableand persuadable.On the basis of study and design, fuzzy congestion control algorithm andAHP is implemented in VC++ programming language and database technology.The software results reveal that fuzzy AHP methods is better than traditionalmethods.
