Study On The Policy Made By Civil Aviation Bureau To Promote The Development Of Airport Economy

With our economic development entering a new normal, the Airport Economic, which is the new engine of the local economic, has become the powerful assistant of the development of the civil aviation of China. During the 2015 Civil Aviation Conference and the Aviation Safety Working Conference, in order to achieve the general requirement, the civil aviation clearly put forward to develop the Airport Economic, and asked all units and departments of the civil aviation system to active participation in the construction of Airport Economy.Compared with the local government, the related department of the Civil Aviation is not unified in the understanding of the development of the Airport Economy. At the same time,the local governments attach great importance to the development of the Airport Industry,which resulting in a serious waste of the land resource surrounding the airport. So it is important to study how the Civil Aviation Bureau to establish the effective policy measures, to coordinate the local government and the Civil Aviation to participate in the construction of the Airport Economy.Firstly, according to the main elements of the Airport Economy, the Airport-Industry-City System(AIC System for short) is proposed innovatively, and the path for the Civil Aviation Authority to participate in the development of it is analyzed, and the connotation of policy is made to promote the development of the Airport Economy. Secondly,based on the AIC System, the experience in the perspective of the Civil Aviation is summed up, and based on the current situation, the problems of the Airport Economy development in our Country is point out. And then, by using the Game theory and thought, the problems are analyzed, and a reasonable strategy choice and the scientific basis for the policy making is provided. At last, this paper put forward the suitable policy measures to promote the development of airport economy.
