Business competition, in the final analysis, is a talent competition, the survival and development of human resources has become the first enterprise resources. In the face of increasingly fierce competition in the commercial environment, enterprises through design, maintain and adjust the human resource management within the organization system, especially the compensation and performance appraisal system, has become the key to success in modern enterprises. It's also made new demands to the modern enterprise's human resources management. Therefore, the issue of the compensation and performance appraisal has become the core issue of enterprise management and human resources management.Xiamen gear plant is a medium-sized state-owned enterprise in Xiamen. At present, in the deepening of reform, for the establishment of the company's existing compensation and performance appraisal system has been adapted to the requirements of enterprise development, there are many problems . Compensation and performance appraisal system is not perfect and imperfect seriously affected employees enthusiasm and creativity and potential of the play, which restricts the enterprise's further development.Therefore, this article through the appraisal of the current status of Xiamen gear plant ,in the mean time, using of modern human resources management development -- the latest theoretical results 3P theory, and other advanced compensation and performance appraisal system design techniques and methods, In order to build a compensation and performance appraisal system that accords with Xiamen gear plant. And adapts to market economy, and make full use of the limited resources to maximally in prove employees' enthusiasm .This paper is divided into four parts : the first , to introduce background for selecting subjects, study meaning and and the basic situation of Xiamen gear plant, the second part introduced the compensation and performance appraisal theory of modern human resources management system, the third part focuses on the pay system Xiamen gear plant design, including the design of compensation and the positions management. The forth part focuses on the performance appraisal system design of Xiamen gear plant .Including performance appraisal principles and cycles, key performance indicators (KPI) identification, contents and methods of performance appraisal of several components. Finally, the conclusions of the article to summarize the whole article summary concluded.
