In the transition from traditional economy to market economy, there are grate challengesin operating pattern and administration of design institute. This research mainly discusses theproblems in incentive and checking mechanism of design institutes. The paper is to identifythose resolvents.Now project administration is setting up in many institutes. However the incentive andchecking mechanism are difficult to adapt the pattern. There still exist defects in training andit is not beneficial to institutes to incentive and to strengthen there competition. We shouldconsider short-term objective and long-term objective. Incentive of stock option is a long-termincentive pattern.In this article, I elaborated the trouble that remain in Chinese institutes' staffincentive system, the countermeasure and the development on the base of discussing thetheory of staff incentive. I analyzed Chinese institutes' human resource incentive system,provided reference for developing and practicing the theory of institutes' human resourcemanagement.
