The aim of our country's state-owned enterprise reform is to establish themodern enterprise system. It requires the coordination of corporate culture with theadministrative structure, property system and management system, etc. However, inthe system of the planned economy the state-owned enterprises formed some values,regulations and management patterns. All have difficulties in adapting to the demandof the socialist market economy and have become serious barriers to development andexistence of the state-owned enterprises. Compared with the big corporations in thedeveloped countries, there exist many problems such as loss of value, the sameenterprise spirit related with politics and the unclear common vision of the employeesin the corporate culture of our country's state-owned enterprises, which affects thedevelopment of the state-owned enterprise reform. On the one hand, with theinternational competition gradually vigorous, corporate culture as the important partof the competition, its function is becoming more and more clear. On the other hand,the theory and practice in the reconstruction of the corporations throughout the worldrises quietly, and the reform of the economic system of our country developscontinuously, which requires the state-owned enterprise reform inevitably touchingthe deepest culture factor. Therefore, it is necessary that the research should be doneon the state-owned corporate culture creation.The paper expatiates the history and present condition of the culturaldevelopment in our country's state-owned corporations, by collecting and studyingthe worthy cultural heritage in large quantity, investigating on the spot, interviewingand the questionnaire investigation, etc, pointing out the same cultural character andthe differences between our country's state-owned enterprises and other enterprises,revealing the problems in the construction of the corporate culture with thecomparative method and the case analysis, and putting forward the effective way ofthe state-owned corporate culture at the same time.The key point of this paper is to look for the basic principle of culture creation inour country's state-owned corporations and the effective methods in culture creation,by offering the traditional culture the modern spirit, following the good quality of therevolution culture and studying the excellent corporate culture abroad, to set up theconcept of value on the basis of people with the brand image consciousness, aiming atthe problems with the current state-owned industry existing in culture development,to establish the study system and develop the entrepreneurs' function. The aim is toset up the employees' master consciousness, to establish the common vision of theemployees and the enterprise, to bring the active power of the entrepreneurs and theemployees into full play, to promote the smooth progress of the state-ownedenterprise reform and to realize the constant development of the enterprises.
