Enterprise culture is the soul of enterprise management, it guides development direction of enterprise, it is the spiritual sustenance of enterprise, it is the inner motive power of enterprise development. Only to do well in the enterprise culture construction, and inject advanced enterprise culture idea, in order to meet mainstream of the times, and improve the core competitiveness of the enterprise. State-owned enterprises are the pillar of the national economy, they are the important guarantee of national economic development. The state-owned enterprises corporate culture can promote the economic development of China, and speed up the pace of economic construction. However, state-owned enterprises has experienced the transition from planned economy to market economy, there is always some cultural phenomenon that not fit in the development of market economy, to reform the state-owned enterprise and make its development, urgent to improve the management level and core competitiveness of enterprises. First, to strengthen the construction of enterprise culture, to focus on looking for not to adapt to the economic development of the state-owned enterprise culture construction problems, and analyze the root cause of the problem, by analyzing the reasons of state-owned enterprise culture construction countermeasure and the suggestion.In this paper, the main content is divided into five chapters, the first chapter is introduction, mainly explain the research purpose and meaning, the research methods and innovation, and through literature review and a large number of literature research at home and abroad to the state-owned enterprise culture have a more profound understanding, to ensure that research the feasibility of the state-owned enterprise specific problems. The second chapter is a basic concept of corporate culture, through the domestic and foreign scholars on the definition of enterprise culture, deepening the understanding of enterprise culture, points out that the concept of corporate culture innovation and the relationship between enterprise culture and enterprise development, the state-owned enterprise culture groundwork for later analysis. The third chapter is the analysis of present situation and existing problems of state-owned enterprise culture, through the state-owned enterprise culture in terms of literature review and data analysis to find out the problems existing in the state-owned enterprise culture. The fourth chapter is analysis on the cause of the problems of state-owned enterprises through different perspectives, such as economics, management and sociology’to the enterprise internal environment and external environment including the society and the government level in-depth analysis of the nature of the state-owned enterprise culture construction problems. The fifth chapter is to put forward rational countermeasures and suggestions to the state-owned enterprise culture, from the enterprise level, including a variety of entrepreneurship and innovation in enterprise culture and the government level, social level suggestions, to promote state-owned enterprise culture construction with the vigorous development of healthy and orderly.
