Study On The Evaluation Of The City Water Affairs' Modernization

In order to evaluate the situation about modernization of city water affairs in our country comprehensively, to found the main questions which in the city water affairs construction existed and the main direction will be done, to make reasonable plan scientifically, the present paper in close integration with our country current water affairs construction actual situation, has conducted the quite systematic thorough study on the evaluation of city water affairs ' modernization. The main contents as follows:Firstly, the study tendency in the domestic and foreign, which between the modernizations of water conservation and the national modernization elaboration has been analyzed, summarizes the main questions of research on this area at present, and the necessity for the paper research on.Secondly, the theory and the method of city water affairs' modernization has been discussed, including the concept of city water affairs, the connotation of city water affairs, and the principle and guiding ideology of water affairs' construction and so on.Thirdly, the principle of evaluation index systems has been elaborated. Using system analysis method and the synthesis analytic method, form four aspects, which the flood prevention and disaster reduction, the water resources allocation, the water eco-environment and the water affairs' management, constructed the city water affairs' modernization evaluation index systems.Fourthly, the developed country standards are taken as the standard value, and relative membership degree method is used, to quantity the evaluation index systems of water affairs' modernization. Then, the multi-level evaluation fuzzy mathematical model of the city water affairs' modernization are set up, base on using the analytic hierarchy process to confirm the weights.Finally, the demonstration city water affairs' of Z city is studied by using the appraisal index set and the multi-level evaluation fuzzy mathematical model, the result showed that the evaluation index set and multi-level fuzzy mathematical model is right and credible.
