Water conservation is the basic industry and infrastructure of the national economy,which is the important support of the sustainable development of the economic society;water conservancy modernization is the basic premise of economic and social modernization and necessary conditions;water conservancy modernization is the basic premise and the necessary conditions of the economic social modernization;Rural water conservancy modernization is the important part of water conservancy modernization.No.1documents in2011about accelerating reform and development was put forward by the Central People,which required to speed up the construction of farmland water conservancy and promote water conservation by leaps and bounds.To capture the strategic direction of the development of rural water conservancy of our economically developed areas,it is urgent and necessary to study on rural water conservancy modernization index system which has important practical significance.Thus,this paper particularly carried out the following four aspects:(1) Construction of rural water conservancy modernization index systemThe paper is based on the existing water conservancy modernization index system,according to the development processes of domestic water conservancy modernization and water conservation features of the economically developed areas,which proposes the flood and waterlogging prevention system,irrigation and drainage system,rural water supply system,water eco-environment system,management mechanism system,operation and management system,technology support system,security system.Each system has a number of secondary indicators, which is screened,preferably by fuzzy cluster method,and ultimately selected22indicators as the evaluation index system of the rural water conservancy modernization of the economically developed areas.(2) Evaluation of rural water conservancy modernization index systemThe paper,based on the common evaluation methods,aiming at rural water conservancy modernization index system,is using a combination of quantitative and qualitative fuzzy comprehensive evaluation method.According to the index system,we invite experts to determine the weight of each index.Among the22indicators,there are11quantitative indicators which are easy to calculate and11qualitative indicators which are difficult to calculate. (3) Develop the water conservancy modernization evaluation systemThe paper uses VFP visual programming language to develop evaluation system.Through the development of the evaluation system,the evaluation process of rural water conservancy modernization will be more accurate and convenient. Evaluation process not only eliminates the work of double counting for each area,and makes the evaluation results of the different districts of presented in the form of a report.Thus,you can compare score differences of each indicator of different districts very clearly.(4) Using evaluation system to evaluate typical districtThe paper uses evaluation system to evaluate13typical district of Jiangsu, Shangdong, Fujian province.The quantitative parameters required by system are all through conducting research proceeds,which truly reflect the level of local water conservancy status.The evaluation of qualitative indicators is to invite the relevant experts who have a better understanding of the indicators and the development of rural water conservancy of the local situation to score.Through the evaluation system,the evaluation results can not only be read out from the program interface,but also can you print out the form by the report.Through comparing the results:the level of modernization in southern Jiangsu is higher than Shandong and Fujian,which is mainly related to the economic situation of Jiangsu which invests more in construction of water conservancy modernization.
