Water is the source not only for lives, but also for the development of society and economy. With the growing of dryland where were short of water, water crisis has become the one that was focusd on in the 21st century. China's rapid economic development and urbanization process led to lots of issues have exposed, such as urban water shortages, bad water safety situation, serious water hazards, deteriorative aquatic environment and so on. Coping with water crisis and solving water problems that the key is to do the work of urban water. In order to protect the water environment as well as the urban socio-economic objectives of sustainable development, we should to study on the urban water well, predominate situations and problems of urban water, draw up rational development strategy and promont reform and development of urban water. The main results of study are as follows:(1) Used scientific system theory to analyze internal composition, structure, features and functions of the urban water system.(2) Based on framework for evaluation of sustainable development, used principal component analysis and hierarchical analysis methods to structure urban water evaluation index system.Then taken Taizhou City water system as an example.The result shown that the evaluation index system was efficacious.(3) Used System Dynamics theory to guide the establishment of urban water system simulation models. Then taken Taizhou City water system as an example to analyze and compare the simulation results which were based on the diffirent policies. In the end, draw up the sustainable development of urban water systems strategy and the main support conditions of the strategy's implementation.The results of this paper were meaningful for the reform and development of urban water systems inTaizhou City.
