Organizational characteristics include internal attributes and external characteristics of organizations. They are different as for different organizations as well as their different phases of development. Each management work within the organizational characteristics has great effect, and the performance evaluation of personnel should be subjected to the development aim of organizations and be in accordance with the organizational characteristics. Based on the organizational characteristics, system of performance evaluation of personnel is thus understood to be of important realistic significance and academic value.In order to promote the scientific and technological progress and improve the economic growth and social development in China, and nonprofit scientific and technological organizations have emerged with the continuous deepening of reform of scientific and technological system. The nonprofit scientific and technological organizations have had great changes in organizational orientation, strategy and object, etc. How to improve performance evaluation of personnel has become the important content of human resources management and has been highlighted by the nonprofit scientific and technological organizations.The status in quo and existing problems as well as some relative theories of performance evaluation of the nonprofit scientific and technological organizations are analyzed. Theoretically, the nonprofit scientific and technological organizations, performance evaluation of personnel, organizational characteristics, etc. are defined. Relationship between the performance evaluation and the organizational characteristics is also analyzed.In this paper, the following is highlighted: improvement of the performance evaluation of personnel for nonprofit scientific and technological organizations. The main characteristics and content of performance evaluation of personnel for nonprofit scientific and technological organizations is theoretically analyzed. Through an analysis of the relationship between the organizational characteristics and the performance evaluation of personnel, a questionnaire and the study angle of view of "Much attention paid to personnel", it is obtained that the improvement frame of performance evaluation of personnel for nonprofit scientific and technological organizations. It results in an improved performance evaluation system, that is, of which, the evaluation subject is authoritative, the evaluation object is contractive, and the evaluation content is diversified.Finally, a case is employed to analyze the necessity and some problems of applying the performance evaluation of personnel for nonprofit scientific and technological organizations. The important role of performance evaluation of personnel based on the organizational characteristics of nonprofit scientific and technological organizations is further analyzed from a practical view.
