With the arrival of knowledge society, and facing the challenge of economy globalization and informative, human capital plays a more and more important role in the development of nation economic and enterprise. It has become the human capital competition during nation and enterprise power competition. If enterprise wants to get the praise in the more and more competition circumstance, there's only one way: improve staff's innovative ability. Staff's training, as a method to improve employees' quality level and to increase human capital quantities, is being focused by enterprise's leaders.Getting the expect results, enterprise must have the scientific system for staff's training. Based on the analyses of human capital theories and the problems of Chinese enterprises' training, this paper introduces the staff's training system basing on the human capital theories, analyzes the characters of the training system, and then gives the more detailed instructions for the four parts: demand analyzing of staff's training and choosing affairs, designing and operating the training items, evaluating the training benefits and structuring the mechanisms for exerting training capacity.
