With the rural poverty problem always hovering around China's economic development, Chinese government had been and was treating how to solve this problem and then to achieve a fairly comfortable life as its duty and task. After over twenty years' efforts, rural poverty was been greatly alleviated, owing to the up-to-down government-dominant and society-mobilized poverty alleviation system. However, this government-dominant system had shown its limitations with the market system gradually improving, with the aim of political reform "Limited Government and Strong society" being established and with the poverty situation changing. Therefore, it is necessary to open a new mind and introduce a new system in order to fulfill the aim put forward by "National Program for Rural Poverty Alleviation (2001-2010)". On this occasion, NGOs (Non-governmental Organizations), as a new part in poverty alleviation, was increasingly showing advantages of its down-to-up system, which remedied the disadvantages of government and market. Thus, it provided a new system into this field.Considering the above situation, this paper began with the concept of NGOs and the theory on the connection between government and NGOs, then respectively introduced their phases and analyzed their own systems, behavior and functions as well. On the base of studying the characteristics of poverty in this new period, it put forward necessities of cooperation of the two bodies by way of comparing the advantages and disadvantages of them respectively. The feasibility of cooperation was furthered after introducing and explaining the foreign experiences, Chinese situation and the exited example. Finally, the cooperation system in poverty alleviation was discussed from micro and macro aspect, and suggestions were more deeply discussed on how to establish and improve this cooperation system, i.e. the construction and improvement of several systems, the transition of government functions, NGOs capacity building and development of monitoring and evaluation system.
