Peter F Drucker is famous as "The dean of business and management studies", his twobooks which named "The Practice of Management" and "The Effective Executive" are alsowell known as "two most important management literature". It can be seen that how to makemanagement process in a good order, and how to become an effective executive are two mainquestions that he is concerned about through his life, according to the two books. It'sconsidered that the first mission for corporations is how to solve the questions perfectly,despite the content has changed in decades. The purpose of this paper is to apply a novel andeffective approach, considered with a set of necessary factors, which can answer thequestions well.To deepen the study, the problem definition is given: On the role-play of topmanagement and strategy;Problem in unifying corporate culture and performancemanagement;Limitation of using ERP on strategic analysis;Failure of applying performancemanagement within Japan's companies。After the relative literature review, it can be seen that strategy, top management,corporate culture and performance management are the key factors of improving performance,but today there seems to be no systematic and comprehensive analysis and discussion on howto enhance output considering with the factors together.Considered with all the problems, a novel approach is required to be applied strongly.According to all the relevant researches, it can be seen that the attempt to establishstrategy-oriented corporate cultural BPM is feasible. In this way, the strategic unification ofcorporate culture and business performance management can be realized, which means theycan mutually promote the performance rather than has negative effect on each other.Then a representative case study of two Japan's firms has been done to evaluate andsocialize the novel approach. The case study of Hitachi High-Tech Company and Ryobi RealEstate Company provides the readers with a three-dimensional picture, plenty ofdocumentary evidence and illustrates relationships of culture and BPM clearly, patterns ofinfluences in a particular context. Based on the case study, it's possible to find a new way ofimproving performance for all the enterprises in Japan and China.This thesis combines the real case study tightly. It has very good guidable meaning inthe practice of business performance management. With the conclusion from the paper, it ispossible to overcome the barrier of corporate culture, implement effective "Cultural BusinessPerformance Management" to improve performance, so as to further promotion of theenterprise's competitive power persistently.
