Research On Individual Participation In The Third Distribution In China

The first distribution based on market and the second distribution based on government are principal parts of distribution system in our country, however social harmony development and contradiction adjustment of all social stratums depend on charity donation activities, hence lead to appearance and development of the third distribution theory. Through analysis and comparison of these three distributions, it denies the attitude that the third one belongs to the first and the second ones and identifies the third distribution by finding its characteristics. After analyzing the briefly introduction of the related theories regarding the third distribution (include popular moral theory,responsibility theory and so on),it is valuable to expound individual participation in the third distribution by the angle of utility theory.The third distribution regarding the charitable donation as the principal continent is at the first beginning , however modern charitable cause in developed countries have experienced a few decades and also accumulated rich experiences and lessons. The management and the concrete operations that are not related with the system of organization come from these experiences and lessons, it also suits the economic development in our country. Through the conclusion of present conditions and characteristics in the individual participation in the third distribution in the developed countries, especially in USA, the reference in the efficient development of the third distribution is concluded based on the current situation in our country.The third distribution needs necessary condition, and it can not carry on until satisfying the requisitions. Even though the economics is in the rapid development, donators and clients have already appeared and related laws of government support the third distribution, from the relatively smaller scale we can know that there are several problems in the third distribution , for example the consciousness of the citizens'participation is not strong,the capability of medium charity institution is weak,the coverage is large and so on, which are the challenges to the third distribution smoothly practiced in our country.The suggestion and measures of efficiently practicing individual participation in the third distribution should be supported by the theory. According to the logical approach, the providing of the analysis hypothesis before the model construction is necessary. For example, the hypothesis of rational man and utility identity are for the convenient analysis, the hypothesis that the rich utility is smaller than the poor utility is for the importance of the third distribution.
