During the initial period of the market economy, the development of many enterprises mainly relied on the fast growth of domestic consumption market. But in the economic era of knowledge, the global economy and information tend to be integrated, under the circumstance, any enterprise must build its core competitive ability ----- improving the level of human resources, if it wants to grow steadily.Performance management is the most important link while seeking the core competitive ability for enterprise, because any link in the human resources has relation to performance management. Thereupon the majority of enterprises starts to carry out the performance management positively, however most of enterprises cannot benefit from it. Jilin Chemical Fiber Co.,Ltd is not exceptional. The main reason is that: many enterprises neglected its own foundation and the cultural atmosphere, but only to imitate other enterprises'ready-made experience, this violated the principle that the theory and actual should be related, thus restricted the strong effect of performance management. And then, how to establish a suit of feasible performance management system, meanwhile, this system must conform to the enterprise actual situation and satisfy the enterprise's strategy? This is an imminent topic to solve for the domestic enterprises especially for the state-owned enterprises. This thesis will take Jilin Chemical Fiber Co.,Ltd as an example to study this topic.Jilin Chemical Fiber Co.,Ltd is a large-scale state-owned enterprise, mainly producing the textile raw material.
