In the northwest region, there is a great deal of nearsightedbehavior which ruins the wood to open up wild country and plants on the slope. Whichtakes the ecosystem environment as the price forcing the present existence pressure.Because of the people's not reasonable develop to the northwest region, the ecosystem ofthe northwest region carries on the obligation of thousands of hundred years which isalready unbearable. The weak ecosystem and limited environment capacity of thenorthwest region suffers the breakage easily because of mankind's activity of breachingthe ecosystem environment regulation, the soil erosion is seriously, the natural disaster ismore multifarious, endangering the people's existence foundation. The yellow river of theChinese nation not only loses the past clear stream, but also breaks to flow for successiveyears, facing the ecosystem crisis of becoming the inland river. Rigorous ecosystemactuality is sending out the warning toward Chinese nation! Therefore, the northwestregion must put the strategy of sustainable development in the first which can't walk againthe development road of high consume, high pollution and low produce. Otherwise, theresult will be so terrible. This paper is totally divided into four parts to elaborate systematically the problemof the northwest district development and sustainable development.Part one first introduced sustainable development and regional development theoryand the content and principles of sustainable development. So-called the sustainabledevelopment is satisfying the need of the contemporary and not endangering theposterity's need. This concept distinguishes the "growth" and "development", put forwardthe new development view;Outstanding the two kinds of "fair" between generation andgeneration and inside the generation;Paying attention to the " reasonable";Pursuing the"moderate". The world has already generally accepted that the sustainable developmentstrategy is the common development strategy and the mankind's unique right choice in 21centuries regardless the developed country and the developing country. The sustainabledevelopment has its deep thought foundation and profound fulfillment meanings being thenew development view produced by the contemporary mankind's practice. Thedevelopment of the northwest district is an important part of our country's totalsustainable development strategy which is for promoting the sustainable development ofthe northwest's economic society and environment. In carrying out northwest districtdevelopment, we should follow the basic principle.
